The Educational Regulation of discontinuous master degree in UTEC
Introduction

Development and everyday progress of Information and Communication Technology ( IACT ) has changed the education infrastructure dramatically as well as appearing and expansion of this new virtual environment in the name of the forth learning environment. To remove the physical limitations, increasing time span, range and the coefficient of availability to tertiary education and quantitative and qualitative promotion with using IACT in education have revolutionized the student admission and the style of education offering . The distinctive aspect of all centers and educational institutes in administrative department of education is in three dimensions of time, place and the style of education offering to the students.

In this way, the policy makers in the domain of the higher education of the country emphasize on expressing the words “evening classes “ “correspondence” , “semi- attendance” and “on-line” courses . e-Learning is different in all relevant dimensions in comparison with other methods and considering relevant standards. This kind of education has the capability of availability to all previously produced courses in relevant fields anytime and anywhere without the need for both side`s attendance of learning – teaching process as well as the factors of the administrative education.

e-Course consists of complete approved subjects of a course which have been collected and produced electronically based on common standards ( SCORM or any standard which UTEC determines ) , regulations and relevant indexes of Tehran University , so they will be offered by the standards of learning management systems.

First chapter : General issues

Article 1: Definitions

Whenever the terms like university, center, faculty are used in the regulations , they respectively mean University of Tehran, e-Leaning center and faculty which is the administrator of educational program.

- Each of three domains of educational assistance and supplementary education of university , faculty / relevant college and UTEC based on the administrative instruction of the cooperation style in the area of their duty are responsible for all processes like , enrollment , education and admission and even the graduation.

- In granting diploma it would be mentioned that “ education in this course is on - line

 Article 2 : The permission of holding e- Courses

Running e-Learning courses based on the permission number of 8237/2 dated to 11th of August 2007 issued from the Science, Research and Technology Ministry, the Act of the university council 10th of September and with the approval of the educational assistance and the university supplementary education is done.

Article 3 : The responsibility of codifying the scientific content

In the framework of rules and the regulations of university , the total responsibility and thorough scientific and educational supervision in all e-learning courses are on the shoulder of the educational group of relevant faculty.

The faculty members are responsible for codifying the content of e-Learning courses and teaching the relevant subjects based on relevant regulation in virtual structure.

Article 4: The style of activity

UTEC and faculties start to provide the scientific, educational, executive and technical facilities for holding the approved and virtual courses to admit students in e-courses based on administrative instruction in their domain of duties.

Article 5 : Purposes

1- Revolution in tertiary education , applied courses and offering the e-Learning courses based on the model of the university
2- To make the styles of admissions variable

3- To do part of the duty of university in training the professional human resource

4- To use forth environment in responding to the needs of society , industry and organizations extensively

5- To increase and extend the qualitative and quantitative availability to tertiary education

6- To have the cooperation with valid foreign universities in admitting and educating the Iranian and foreign students

7- To offer e-Learning education model of Tehran university coordinated with relevant standard in codification, production , presentation and assessment of modern trainings.

8- To use the latest technology gains and research findings in e-Learning

Chapter 2 : The entrance qualifications

Article 6 : The qualifications of entrance to the course is as following

6-1 : To be generally qualified to enter the higher education

6-2 : To have the bachelor degree , master or even higher ( approved by the Science, Research and Technology Ministry or the ministry of hygiene , medicine and medical education ) in the accepted majors of education and programming council of university

6-3- To pass the entrance exam based on the approved methodology

Note : Tthe equivalent certificate to enter to this course is not valid

Chapter 3 : Credit hours

Article 7 : Total number of credit hours of the course in addition to the thesis based on the major is at least 28 and maximum 32 .

Note 1 : According to the recognition of the educational and supplementary council of the faculty , if passing some credit hours of the bachelor degree is considered necessary for the student as deficit subjects , he / she is obliged to pass this course in addition to the determined credit hours in the course and coordinated with the regulation as deficit subject . The number of deficit credit hours in each major is 12 and the educational team has to produce that subject.

Note 2 : To choose the subjects, deficit subject is in priority . To determine the numbers and kind of subjects and the time of choosing them are in the framework of approved program and is on the shoulder of educational council – supplementary education team / faculty.

Note 3 : To choose the deficit subjects is among the subjects of the bachelor course and a student has to pay the tuition based on the bachelor e-course tariff.

Article 8 : The number of sessions to participate in on-line classes or face to face is totally 16 weeks.

Article 9 : The admitted students have to pass 2 up to 4 credit hours seminar according to educational methodology .

Article 10 :The number of credit hours of master is 4 up to 6 for educational and research courses and is based on the approved program of University Council.

Article 11 : The student of master is authorized to choose 6 up to 12 credit hours in each semester . The deficit subjects are maximum 14 credit hours based on the recognition of Educational and Research Council.

Note 1 : The student enrolment for less than 6 credit hours in the last educational semester is possible.

Note 2 : The student has to pass total credit hours of master maximum in five semesters in the form of research- education method and 6 semesters educationally.

Article 12 : Transferring , visiting student , changing the majors of e-Learning students are not allowed

Chapter 4 : The course period , educational leave and drop out

Article 13 : The course period is when the student should finish the definite research and educational subjects or even the thesis based on relevant regulation successfully. The period of discontinuous master degree in the form of research and educational method is 5 semesters and 6 semesters in educational method.

Note : If the student cannot graduate successfully in the authorized period of education, another semester will be added to the period of the student`s education with the request of the student and confirmation of supervisor and research – supplementary education faculty council and after the research and educational council agrees . In this case, the student has to pay the fixed tuition based on the relevant regulations of e-learning students.

Article 14 : The student can use the educational leave during the course maximum one semester with the approval of the faculty. The agreement of faculty should be reflected to inform the supplementary education and educational assistance of the university.

Note 1 : The period of educational leave is considered in the educational years of the student

Note 2 : The leave request should be submitted to the relevant college in each educational semester before the enrollment time and it should not make the student `s education problematic in the future.

Note 3 :If the student leaves a semester without getting the agreement of the faculty he / she will be deprived to study.

Note 4 : The mothers who study can use an educational semester of maternity leave without considering the educational leave ( in addition to the authorized course leave )

Article 15 : The student can quit studying for any reason, so he/ she must submit his / her request based on leave for the necessary actions to educational assistant and the supplementary education of faculty. Faculty announces these issues to the college and submits the student `s request to the university at the same time. If the student does not get back his request, issuing the leave certificate should be on process.

Note 1 : The left or dropped out student has to obey his / her obligations. Anyway, to issue a certificate and submitting the marks and receiving the permission to participate in the entrance exam again depend on the paying off with the university .

Note 2 : The paid tuition of education period is never given back to the dropped out students or the ones who are deprived of education.

Chapter 5 : Assessment

Article 16 : The main criterion of the student `s presence is referring to all files , lesson resources , handing in the assignment and to be successful in doing homework. The professor should assess the student and if the professor does not approve the student , he / she is not allowed to take final tests and 5/0 as the mark should be considered for them.

Article 17 : Unjustified absence in final test in each subject will lead to getting the mark of 0/5 .

Note : If the student `s absence is not justified in exam based on the educational regulations , that subject will be omitted .

Article 18 : Minimum pass mark in each subject in both the course subjects and deficit ones is 12.

Note: If the student `s mark in an optional subject is less than 12 , he / she can chose another subject , instead with the agreement of educational team and the previous pass mark is not considered as his / her average.

 Article 19 : The average of the students` marks in each semester must not be less than 14. If the average in two semesters is less than 14 , that students will be deprived to study.

Note: The mark of deficit subject in the result sheet of student is issued separately, but it is not considered in getting the average of the marks in one semester and total average of his / her marks.

Article 20 : If the total average of the student`s marks regardless of his / her thesis `s mark at the end is less than 14 , the student is not known as a graduate.

Note: The student whose total average of the marks is less than 14 after passing the total credit hours regardless of the thesis `s mark and his / her authorized time of education is not finished , he / she can repeat only 16 credit hours with the marks of less than 14 in one semester and he / she can defend his / her thesis if he / she has made up the deficit total average. The student who cannot use this opportunity for any reason will be deprived of studying and educational certificate.

Article 21 : The final exam is held face to face

Note1 : In exceptional issues, with pursuit of the relevant college and the approval of educational council and supplementary education of the university , final exam will be taken on-line

Note 2 : The foreign and Iranian students who stay abroad and even the students who would like to travel to one of the places that the university of Tehran or Iran embassy in that country announces, can participate in final exam. ( Tthese issues depend on the common contracts among both sides )

Note 3 : In some cases, test can be held on-line or face to face with the approval of educational team and confirmation of supplementary education in faculty in one of the places approved by the university of Tehran with the presence of observer. ( These issues depend on the common contracts among both sides )

Note 4 : The place of test is in Tehran University ( faculty) or other universities and scientific centers approved by the university of Tehran. If the universities or scientific centers in other cities have no cooperation with university , final exam can be held there . ( These issues depend on the common contracts among both sides )

Article 22 : To admit the students in e-Learning courses can be in the form of education. The total numbers of credit hours in this method is based on the major minimum 32 and maximum 36. Students have to submit a research and scientific article to be graduated after passing total credit hours or passing the comprehensive final exam.

 Article 23 : If the student admission is based on research and educational method , the student has to provide the thesis proposal and the thesis defense is according to the following regulations.

Chapter 6 : Thesis

Article 24 : To codify the thesis ( research course ) is the final part which the student has to do research in a field relevant to his / her major under the supervision of his / her supervisor.

Article 25 : Supervisor is chosen with the offering of a student, the professor`s agreement and the confirmation of Research Council – supplementary education of college at least with the level of teacher assistant

Note 1 : If it is necessary , in exceptional cases, thesis can be directed with the help of two common professors here and abroad with the recognition of Research Council and university supplementary education. To have PHD for being a supervisor outside of Tehran university is obligatory.

Note 2 : To choose the supervisor is possible outside of the university in exceptional cases and based on the supplementary education council of university.

Article 26 : The student has to choose the subject of his / her thesis with the supervision of supervisor up to the end of second semester. The subject of thesis will be certified after the confirmation of Research Council and university supplementary education and with the issuing certificate for supervisor and the counselor by the research and supplementary education .

Note : Student enrolment in forth semester depends on the definite approval of research scheme of the thesis in Research Council – supplementary education of the relevant faculty and issuing the sentence of supervisor.

Article 27 : The advisor is chosen with the proposition of the supervisor and after the confirmation of research council of the college among the faculty members or the experts and researchers and his / her certificate will be issued by the assistant of the supplementary education in university.

Article 28 : To assess the thesis in defense session by a jury consists of supervisor ( supervisors ) , advisor ( case ) and two faculty members or professionals , domestic and foreign researchers from faculty as a referee professor with the introducing the Research Council – university supplementary education and the delegate of supplementary education.

 Note 1 : The defense session will be more formal with the presence of three members of the jury and the delegate of university supplementary education. The presence of the supervisor and two members of the faculty or the professionals and researchers inside and outside the faculty is necessary.

Note 2 : The delegate of supplementary education of faculty participates in defense session as a supervisor and without the right to vote.

Article 29 : The thesis is assessed by the jury and considered in fifth grades based on the mark that jury considered.

Mark: 18 – 20 : excellent

Mark : 16- 17/ 99 : very good

Mark : 14 – 15/99 : good

Mark : 12 – 13/99 : acceptable / OK

Mark : Less than 12

Article 30 : The student has to enroll according to the schedule of the university after choosing the thesis as a credit hour up to the time of thesis defense. The mark of the thesis will be included in the result sheet of the student and in his / her mark average in last semester.

Article 31 : If the thesis is not verified by the jury , the student can complete his / her thesis within the limited time ( not after the graduation ) and defend it again by the approval of jury.

Note : To grant the certificate of passing the credit hours to a student who stops his studying for any reason based on the student `s request is possible.

Chapter 7 : Other regulations

Article 32 : To execute the contents of this regulation for the credit hours where faculty has not been active there yet, college will be the substitute of faculty ( pardis ) and team will be the substitute of the faculty.

Article 33 : Student admission

Student admission in e-Learning courses in the framework of policies and educational regulations of relevant faculty and is done based on the regulation of student admission in e-Learning courses of Tehran University . Conditions and capacity of the student admission in e-Learning courses in virtual courses is based on scientific, relevant educational and technical resources and infrastructure facilities and indexes as well as the agreement in three fields of Faculty , UTEC , educational assistance and university supplementary education is possible.

Article 34 : Enrollment and holding the professional exam

To give notices and primary enrollment of the applicants in e-Learning courses simultaneously with the site of organization of the supplementary education of faculty - UTEC in e-Learning courses for the students in the framework of policies and relevant regulations of university by faculty and based on the exam materials approved by educational group and is done by the organization of supplementary education .

Article 35 : To issue the graduation certificate

The graduation certificate of e-Learning students like face to face courses is issued by the university. The title of Tehran university expresses the validity of certificate, the title of faculty expresses the scientific and professional domain of student and the e-Learning expresses face to face courses but with inserting the electronic educations phrases “ e-course “ in the text of graduation diploma.

Article 36 : Materialistic and spiritual rights of the subjects

The whole materialistic and spiritual rights of e-Learning courses are codified and produced belong to the university of Tehran. To use these subjects in any form and in any framework is just possible in the framework of the contract with centers and faculty . The rate of spiritual and materialistic quota of the codifying member of the e-course and the user is based on the regulations of intellectual possession of the center and law office of Tehran University .

Article 37 : In this regulation , the principals are just mentioned and as the regulation is inactive, the interpretation and the probable clarification are on the shoulder of educational council and the university supplementary education.

Article 38 : This educational regulation which has been codified in 38 articles and 27 notes was confirmed by supplementary educational Council of Tehran university. It was approved in the meeting by University Council .and it is necessarily executable from the beginning of the educational year.
